New UK Student Visa Rules 2025: What International Students Must Know

What Is a White Paper?
A White Paper is a Government proposal — not law. It outlines possible policy changes. For now, these are only suggestions. No changes have taken effect yet.

Proposed Changes Affecting International Students
Here are the key proposals outlined in the May 2025 White Paper:
1. Graduate Route Duration
The Government is considering reducing the post-study work visa from two years to 18 months. However, the current two-year Graduate Route is still in place.
2. International Student Levy
A 6% levy on international student tuition fees has been suggested. This would apply to universities, not directly to students. If approved, it may affect scholarship budgets or institutional funding, but no action has been taken yet.
3. University Compliance Criteria
New performance standards may be enforced for universities to continue recruiting international students. These include maintaining a visa refusal rate below 5%, an enrolment rate above 95%, and a course completion rate above 90%.
4. English Test for Dependants
There is a proposal to introduce a basic English language requirement (CEFR A1 level) for student dependants. This has not been implemented and remains under review.

What Has Not Changed?
As of June 2025, the current UK immigration rules for international students are unchanged. You can still:
- Apply for Master’s or undergraduate programs
- Qualify for the two-year Graduate Route after completing your studies
- Travel with eligible dependants
- Apply for scholarships and receive offers from UK universities
